Cut a square, the size of circle you want...

Fold the square in half and iron the fold....

Fold in half again and press that fold....

Line the folded edges of the square along the dark line in the center
of the ruler....

Follow the inside curve with a 28mm rotary cutter...

Open the fabric and you have your circle!!!
